REACH 新增9 种需授权方可使用的物质
REACH added nine kinds of substances to be authorized before use
2014 年8 月14 日欧洲委员会通过决议，将9 种高关注度物质加入REACH 法规附件
ⅩⅣ，8 月19 日欧盟委员会在官方公报上发布(EU) No 895/2014 公布此决议。此次为欧盟
委员会第四次添加需授权物质列表，截止目前REACH 附件ⅩⅣ中的物质一共有31 种。
On 14 August 2014 European Commission adopted a resolution, nine high concern
substances were added in Annex XIV of Regulation (EC) No 1907/2006, the European
Commission released (EU) No 895/2014 publication of this resolution in the Official
Journal on 19 August 2014. This is the fourth time the European Commission added
substance to the list of authorized substances. until now there are total of 31 kinds of
substances in Annex XIV of Regulation (EC) No 1907/2006.
新增的9 种物质是：
The nine kinds of newly added substances are:
甲醛与苯胺的低聚反应产物
Formaldehyde, oligomeric reaction products with aniline (technical MDA)
砷酸
Arsenic acid
双(2-甲氧基乙基)醚
Bis(2-methoxyethyl) ether
1,2 - 二氯乙烷
1,2-Dichloroethane
2,2'-二氯-4,4'-二氨基二苯基甲烷
2,2'-dichloro-4,4'-methylenedianiline (MOCA)
铬酸铬
Dichromium tris(chromate)
铬酸锶
Strontium chromate
氢氧化铬酸锌钾
Potassium hydroxyoctaoxodizincatedi–chromate
锌黄
Pentazinc chromate octahydroxide
此前，需授权使用的物质清单（即REACH 附件ⅩⅣ）中已有22 种物质，目前清单中
共有31 种物质（详见下表）。欧盟设定了每种物质授权规定的最迟申请日，以及该日起18
个月后为日落之日。从日落之日起，除获得授权或豁免的用途外，上述物质不得用于REACH
管制范围内所有用途的营销和使用
